Yes, because I couldn't continue the quest, I had to disable Survival so I could use the console to teleport myself to the Prydwen to progress. I tried reloading the save, I tried quitting the game and nothing would make it work. I tried re-entering the cell over a dozen times. Boarding can be a problem - I've had this bug - but it might be your best bet. If you have a save from before boarding the Vertibird for Shadow of Steel, it might be worth persevering with trying to board the Vertibird. Or did you use a console command to move your character?Īt a guess, it looks like you have glitched the game by the way you've tried to advance the quests. You said you "teleported" to the Prydwen the first time? Do you mean you used fast travel? If you did, when did you previously board the Prydwen? I ask because I didn't know you could fast travel to undiscovered locations. Sometimes it will work by approaching from a slightly different path.
Sometimes exiting and re-entering the cell it's in will fix it.

I wound up jumping to the ground and finishing the quest. Eventually, I had to teleport myself to the Prydwen to continue, but the same thing happened for Show No Mercy. I had to disable Survival which I didn't want to do so I could fast travel away and back, and it still didn't work. I was doing Shadow Of Steel, and when I went onto the roof to board the Vertibird with Danse, it didn't let me and only gave me a message that said "You cannot use this at this time." I tried reloading the game more times than I can count.
